This utility adds a new record to the Sites table

The record number must be a unique integer value greater than the maximum ID value in the current database

Site name, Feature, and Station name are string values. Features are usually Well, Bore, Yard or Dam and must start with a capital letter

Latitude (y) and Longitude (x) coordinates are decimal values and are in the EPSG:4326/ WGS 84 coordinate system
